Understanding Your Water Usage

In March 2026, the Keeler Community Services District completed the installation of water meters on all active service connections. These meters provide valuable information that will help the District better understand how water is being used throughout the community.

At this time, meter data is being collected for monitoring purposes only. The information helps the District:

  • Better understand overall water demand.
  • Identify possible leaks or unusually high water use.
  • Improve long-term planning for the water system.
  • Evaluate future infrastructure and financial needs.

No new water rate structure has been approved. Current flat-rate water charges remain in effect. This page is intended to explain how meter information is being used and answer common questions.

Average Residential Water Use

Over the past three months, the District has collected water usage information from approximately 50 active metered service connections.

The chart above shows the average monthly water usage for a residential service connection, not the total amount of water used by the entire community.

Because only approximately three months of data have been collected, these values represent an early snapshot of water use. Usage may vary throughout the year due to:

  • Hot weather
  • Seasonal irrigation
  • Evaporative coolers
  • Number of people living at a property
  • Water leaks
  • Other property-specific factors

The District will continue collecting data to better understand long-term water use patterns.

High Usage Outreach

As more usage data becomes available, the District may contact customers whose water use appears significantly higher than expected.

These notifications are informational only. They are intended to help customers identify possible leaks or unusually high water use before additional water is lost or unnecessary demand is placed on the community water system.

Receiving a notice does not mean you have violated any rule or will receive a penalty.

Future Rate Planning

As additional data is collected, the District may evaluate whether a future water rate study or financial evaluation is appropriate. Meter information helps the District better understand the actual cost of providing water service and how water is used throughout the system.

No volumetric water rates or other rate changes have been approved.

If the District ever considers a new rate structure, it would require:

  • Additional engineering and financial analysis.
  • Public outreach and community meetings.
  • A formal Proposition 218 public hearing process before any changes could take effect.

Residents would be notified of a Proposition 218 process should one occur.
